The City of Otsego runs under the Commission/Manager form of government. The City Manager is appointed by the City Commission and serves as the Chief Administrative Officer. The Manager is responsible for the day to day operations, enforcing all City Codes and Ordinances, and implementing Commission policies. The City Manager provides direction to all City departments to implement Commission policy.

In the City of Otsego, the City Manager acts as the Executive Director of the Downtown Development Authority and the Zoning Administrator.

Thad M. Beard was appointed as City Manager in January, 2000.
